Applied Planning prepared an Environmental Impact Report for the Moreno Valley Mixed-Use Commercial/Residential Project in the City of Moreno Valley. The Project provided for development of a major commercial/retail center including a 227,000-square-foot Walmart with gas station, 5 fast food pads, 63,000 square feet of community-based retail, and 2 sit-down restaurant pads. Southerly of this commercial/retail center, the Project provided for future development of up to 300 residential units. Primary issues of concern and controversy addressed in the EIR included land use implications, economic effects of the Project and related potential to result in adverse physical impacts to competing market uses, traffic and circulation, biological resources impacts, and aesthetics/Project design.
