Glendora Commercial Center Specific Plan

The Specific Plan, which included a Master Development Plan, provided a detailed plan for the development of approximately 50 acres of land. The Specific Plan included measures intended to direct all future development of the site. These measures included the identification and distribution of land uses, the proposed location of major structures, provisions of development standards, the proposed location and design of supporting infrastructure and administrative processing procedures.

Implementation of the proposed Glendora Commercial Center Specific Plan created a regional retail center with The Home Depot and Sam’s Club as the major anchor tenants. The Specific Plan allowed for 474,000 square feet of commercial uses. Issues of concern and controversy addressed in the EIR included land use interface between the Project and adjacent residential areas, aesthetics and architectural design, and traffic and circulation.
